In 1979, Jan Scruggs conceived the idea of building the Vietnam Veterans Memorial as a tribute to all who served during one of the longest war in American history. The country was ready to heal.
"I got wounded pretty badly and Jimmy got wounded, too, but he had to go chase after this guy who kind of panicked to run through the jungle without a rifle ... not a good idea," Scruggs said with a laugh. "He was able to find this guy, get him reoriented, and he organized a rescue party to find me and they found me."

By documenting veterans’ personal narratives, the program ensures their firsthand experiences remain accessible to the public and future generations. The program administrator is Julian Duncan.
Jay Woolever describes himself as a Navy brat whose father was a retired Navy commander during the Korean War period. Jay also joined the Navy and served from 1976 to 1982 as a dental technician in the Philippines and later to a sprawling Navy base in Washington state. Following military service, Jay enjoyed a career in retail store management and eventually settled in Franklin County, purchasing the route 98 plaza in 2003. Jay and his staff have graciously supported veterans.
